Digital Government Project started when the Government of the Republic of Costa Rica and Banco de Costa Rica as its official sponsor make nationally use of technology platform.  Digital Government wants to modernize Government, making it simple and efficient for service rendering and processes at solely one place.

Digital Signature information

DRIVER’S LICENSE PRINTING:

One of the program projects of Digital Government is printing and renewal of driver´s licenses and driving permits available in 33 branches and 47 Customer Service Departments of BCR.  (see list of branches here).

Requirements:

a) Idetification card in good, legible condition and effective.

b) Medical test report no longer than six months of issue with blood type information and organ donor acceptance information.

c) In the event of driver’s licenses for public vehicles, customer shall submit insurance policy for public transportation issued by INS or a BCR one. Policy must be as effective as driver’s license.

d) In the specific event of driving permits, customer shall submit a policy named “driver’s bonus” issued by INS and as effective as driver’s license.

e) Bank fee: every customer must pay a $7.00 or equal amount in colones calculated upon current appointment exchange rate.

PASSPORT REQUEST:

Passport request is other of program projects and an available service at 33 BCR branches. (see branch list here).

Banco de Costa Rica captures data and collects necessary money and with such information, Immigration office, Dirección General de Migración y Extranjería, validates information and prints document.  Correos de Costa Rica, national post office offers custody services and deliver document at place indicated by customer approximately 10 working days after BCR provided service.

Requirements:

a) First time request for individuals of age:

Identification card original which must be effective and in good condition.

b) Passport request for individuals of age with expired Passport:

Identification original card which must be effective and in good condition.

It is mandatory to request previous Passport.

 c) Passport request for individuals of age with damaged Passport.

d) Passport request for individuals of age when Passport is out of pages.

e)  Passport request for individuals of age when passport is not effective enough to enter destination country.

In events c, d, and e, customer shall submit:

Identification original card which must be effective and in good condition.

Previous passport.

f) Passport request due to loss

Identification original card which must be effective and in good condition.

Affidavit made  by a Public Notary

g) Passport request due to theft

Identification original card which must be effective and in good condition.

Official demand document made before Organismo de Investigación Judicial (OIJ), or affidavit made by a Public Notary

h) The amount to be paid will be in colones at the selling exchange rate of the Banco Central de Costa Rica (BCCR) in the amount of $56.00 for Passport; and $7.00 and $8.04 for commissions at selling exchange rate of the Banco de Costa Rica (BCR). You must cancel these amounts the day of your appointment.

RENEWAL OR DUPLICATE OF RESIDENCE CARD

Within services of Digital Government, BCR also provides residence card renewal together with the Inmigration Office, Dirección General de Migración y Extranjería.

Such service is available in 38 BCR branches (see branch list here).

When requesting your residence card renewal through BCR, please call for appointment at number 900-00-DIMEX (900-00-34639). Requirements shall be informed when calling according to migration status as well as money amount which must be paid.  DIMEX call costs ¢300,00 colones per minute plus tax.

Banco de Costa Rica charges same fee as Dirección General de Migración y Extranjería, so you must NOT pay any additional fee.

We hereby clarify that temporary residency renewal requests for Costa Rican citizen spouses must be directly processed at Documentation Subprocess Department at Dirección General de Migración y Extranjería. [Immigration Office]

Within 22 working days after procedure has been done at BCR, the Dirección General de Migración y Extranjeria [Immigration Office] will deliver the DIMEX identity document to interested party.  Such Office shall keep its right to request additional requirements to proceed with process in the event that it becomes necessary when validating information.

What is a digital signature?

A digital signature is a group of data related to an electronic document which allows identifying the signatory (authorship), checking up message integrity and judicially binding the actor with a document.

Digital certificate

It is an electronic document which directly relates to individual’s identity through its digital signature in an electronic document.

Device

It allows storing digital certificates and generating digital signatures.
